Allow GDP datamart template version and Insights to negotiate and select the correct one (i.e. address patch GDP 315 issue w. insights 2.5.1 for future Guardium 3.x and beyond)

Data ingestion issue at large PoC for TelCo - customer had updated their GDP to later patch. Guardium Insights 2.5.1 GUI was used to add the collectors to send their datamarts - while new fix will address the Insights 2.5.1 - it should be addressed so we don't run into this type of racing condition in the future.
